For our Client, a well-known company in oilfield we are looking for the following position in Gjirokastra:

COMMUNITY LIAISON OFFICER

JOB DESCRIPTION:

The role of the Community Liaison Officer is to deliver front-line stakeholder engagements vital to build and maintain relationships between the community (including local Government officials) and the company. The CLO provides a direct link between the business and the communities close to our operations, and as such, acts as an important channel to convey project information as well as receive and bring external feedback i.e. complaints for proper resolution from the business.

The position holder will play a vital role by helping build an understanding of the local environment and community, particularly potential social impacts requiring mitigation that must be integrated early into business decision making, thereby minimizing social risks to the project that will help secure the social license for our activities. This role will help identify, develop and deliver opportunities to maximize benefits the local community through corporate responsibility programs. The CLO is responsible for managing the Community Feedback Mechanism in the area and tracking commitments made with communities. 

The position holder will be responsible for engaging a large number of communities over a wide geographic area in the Gjirokastra region.

Principle Accountabilities:

Stakeholder engagement and social profiling and sensing 

  • Act as the Company focal point and build and maintain relationships with communities, village heads, NGOs and community organisations and sub-municipality stakeholders;
  • Thoroughly understand the socio-economic conditions, and the essential socio-cultural values within the host communities;
  • Obtain feedback on the public perception of the project and provide early warning and mitigation information for potential community disruptions to the project;
  • Provide timely, accurate and meaningful information to communities on company activities;
  • Help develop communications materials and update project messaging;
  • Resolve minor and low severity complaints and participate in the investigation and resolution of moderate or high severity complaints as required. Serve as principal point of contact for complainants and maintain good records;
  • Facilitate consultation between project staff, contractors and host community members;
  • Organise and participate meetings and events to inform local communities on the project and receive feedback ;

Corporate social responsibility

  • Work with External Relations Adviser to identify the community needs and opportunities for social investment;
  • Manage local social investment projects and sponsorships and evaluate results;

Local Content 

  • Provide on the ground support to Contractors and contract holders to identify opportunities to use local suppliers and contractors where possible;

Social impact 

  • Monitor progress on social impact management initiatives (e.g. activities to reduce impacts of traffic, dust, noise etc) and provide input on appropriate    mitigation strategies based on local knowledge;
  • Conduct engagement activities to obtain feedback on the effectiveness of mitigations from the impacted stakeholders;

EDUCATION & EXPERIENCE:

  • The ability to influence at all levels and manage complex relationships with stakeholders of varied needs and expectations;
  • Capacity to manage difficult and sometimes, hostile conversations/engagements;
  • Deep knowledge of/resident of Gjirokaster or surrounding area;
  • Deep knowledge of community related issues in the region;
  • Strong communication, reporting, networking and interpersonal skills;
  • Experience in working for international organisations or in development sector (desirable);
  • Experience in oil and gas industry or major infrastructure projects (desirable);
  • University degree (desirable);
  • Computer skills essential to produce reports and develop and maintain databases;
  • Experience of developing communications materials and stakeholder engagement;
  • Driver license and good driving skills and willing to undertake driving assessment;
  • Self-starter who was the ability to work remotely; 
  • Fluent in English and Albanian (spoken and written);
  • Greek (spoken) (preferred);
  • Able to travel frequently within the area to meet with local communities, and for short business trips to Tirana;
