For our organization RINI Albania Foundation based in Tirana, Albania we are looking for:
             

               PROGRAM IMPLEMENTATION OFFICER - TIRANA

The Program Implementation Officer will be responsible for all aspects of program management, including implementation, partnership, coordination, and grants management.

  • Specific responsibilities will be determined by the grants which RINI Albania Foundation receives.  In general, these responsibilities will include:
  • Implementation of project activities, in accordance with projects designed by RINI Albania Foundation
  • Human resource management
  • Project cycle management
  • Reporting
  • Financial management and oversight of budgets
  • Visibility
  • Coordination with partners and other stakeholders
  • Compliance with all relevant donor procedures
  • Creation of monitoring and evaluation systems, as well as narrative reporting.

KEY WORKING RELATIONSHIPS:

The Program Implementation Officer will report to the Director of RINI Albania Foundation, but also coordinate closely with finance and logistics staff.  In addition, the Officer may be required to coordinate with donors, other NGOs, government institutions, universities, private sector companies and beneficiaries. 

PROFESSIONAL QUALIFICATIONS, SKILLS AND EXPERIENCE

  • The successful candidate for the position will:
  • Hold a university degree in social science or related field;
  • Have at least three years’ experience in an NGO or similar setting;
  • Have working knowledge of large, institutional donors such as those of the UN, US Government, and/or the European Union;
  • Demonstrate appropriate fundraising expertise and experience, preferably in an NGO or not-for-profit organization;
  • Have strong representational skills;
  • Possess superior grants implementation skills;
  • Possess superior proposal development and grant writing skills;
  • Demonstrate strong team coordination skills;
  • Perform well in an environment of rapid change and tight deadlines;
  • Have budgeting experience;
  • Have excellent English language skills, both oral and written;
  • Have strong communications, inter-personal, representation, and networking skills;
  • Demonstrate a keen understanding of the social, economic, and political context of Albania;
  • Be proficient in Microsoft Office Suite applications.
