PROJECT BACKGROUND:

JAA is seeking a Legal Advisor for an anticipated economic growth activity in Albania. The activity will aim to advance Albania’s market integration, improve competitiveness and inclusive growth to help accelerate the Country’s accession to the European Union (EU). The activity is anticipated to start in 2024. This advertisement is in anticipation of this activity’s implementation and is conditional upon the award of the activity contract.

JOB SUMMARY:

The Legal Advisor will provide oversight and technical direction for a planned donor funded activity’s legal affairs. Under the general supervision of the Chief of Party, the Legal Advisor’s key duties will include the following:

  • Overseeing legal research and analysis, legislative drafting the activity and ensuring it is aligned with local and EU laws/regulations.
  • Draft high-quality legal documents and communications
  • Help develop and deliver training and technical assistance to government and private sector partners in EU accession and negotiation issues, legal and regulatory reforms, and other areas.
  • Provide guidance to the project on EU rules, regulations, and standards.
  • Provide guidance to the project on Albanian law, particularly related to food and agriculture.
  • Perform other duties as required and/or as may be assigned.

QUALIFICATIONS:

Required:

  • An advanced university degree (master’s or higher) in law
  • 7+ years of experience in overseeing and leading legal affairs in international development projects clients working in the EU market, and/or government agencies dealing with EU accession and harmonization issues.
  • Excellent drafting skills, particularly legal research and analysis, legislation, and guidance
  • Excellent organizational and collaboration skills
  • Strong ability to collaborate and work in teams.
  • Fluency in Albanian and English.
  • Albanian citizenship or residence with a work permit is required.
  • Ability to communicate effectively with people on all levels both inside and outside the activity, including on issues that can be complex or sensitive in nature.
  • Strong oral and written communication skills, including ability to write in a clear, concise, well-organized manner.
  • Strong interpersonal skills with ability to build personal relationships with staff, partners, business, and government leaders at all levels in a culturally sensitive manner.
  • Accuracy and attention to detail.
  • Experience working with Albania’s SME and private sector.

This position will be based in Tirana, Albania and is open to Albanian nationals only. The start and end date are subject to change.
