Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs.  This entity will be referred to as MCA-Kosovo.

The Headhunter Karriera LLC as the Recruitment Consultant is now recruiting for the position of the Director, Procurement of MCA-Kosovo.

Position Summary

Under the direct supervision of the Deputy Executive Director for Operations, the Director, Procurement leads the procurement unit and has overall responsibility for the day to-day management of the Compact’s delivery and implementation of procurement-related services.   

The position is based in Pristina, Kosovo.

Duties and Responsibilities

  1. Analyze the asset and service requirements of the MCA and develop the MCA’s procurement plan to support the MCA’s programmatic and operational activities aligned with established budgets and cost principles, and compliant with the MCC’s Program Procurement Guidelines (PPG);
  2. Review procurement plans, requests, and reports ensuring transparency and accountability in the procurement of materials and services;
  3. Oversee the Procurement and Grants function including the Procurement Agent, and ensure its responsiveness to the needs of different units and projects within MCA-Kosovo and aligned to the delivery of Compact targets, while remaining compliant with MCC and MCA procurement guidelines;
  4. Advise the CEO, MCA Board, and managers within the MCA on compliance with regulatory and legal requirements related to procurement, including the MCC PPG, to ensure the Compact’s compliance;
  5. Guide the CEO and programmatic and operational managers across the MCA on defining the requirements of their respective units/functions for assets and services as they design and implement projects;
  6. In collaboration with MCA-Kosovo stakeholders, MCC, and the Procurement Agent, oversee provision of service and delivery of materiel by external providers to ensure compliance with established agreements, timelines, and contracts;
  7. Develop and sustain the quality of the procurement policy and contract administration documents throughout the life of the compact and recommend any necessary changes or improvements to ensure it responds to the operational reality of the MCA;
  8. Establish procurement policies and practices that build a culture of judicious use of resources within the MCA consistent with the anti-corruption, transparency, and accountability standards of the MCC.

Потребни квалификации

Required Knowledge and Skills

  1. Bachelor's degree in Business Administration, Procurement, Law, Finance or related field required,
  2. Minimum 7 years of relevant experience in senior positions or advisory roles in project management that require procurement of goods, works, and services required, or 5 years experience with a Master's degree;
  3. Experience in drafting, reviewing, and approving procurement and grants documents according to international standards, preferably in the energy sector;
  4. Fluency in English and Albanian

Preferred background and work experience:

  1. Master’s or other similar advanced degree;
  2. Experience leading procurement teams and processes in the energy sector;
  3. Formal professional certification in Procurement and/or relevant field;
  4. Fluency in another official language of Kosovo (Serbo-Croatian or other).
